The Government of Uzbekistan recognises the need for reform of the public transport (“PT”) sector to improve public transport services and adopt reformed policies for regulation, funding and private sector involvement in the sector. It wishes to implement these reforms in two cities, Tashkent and Samarkand, and Tashkent Oblast.

The Study shall comprise (i) assessment of current practices in bus licencing, operations and fare collection; (ii) review institutional and regulatory framework for bus operations and fare collection; (iii) identification of pilot bus routes, initial needs assessment – fleet and infrastructure; (iv) options for new bus operations – fleet management, revenue, operations (v) strategic options review and policy paper.
