Assignment Name and Brief Description of Main Deliverables or Outputs

The project will accelerate progress towards the achievement of Sustainable Development Goal (SDG) 6 in Tajikistan, in particular improve women and men’s access to safe and affordable drinking water as well as equitable sanitation and hygiene in the Syr Darya river basin. The project will expand and build on previous and ongoing Swiss programmes, with a more comprehensive approach to drinking water and sanitation, through which sanitation – an often-neglected issue – will acquire a stronger focus and be on the same priority level as water supply. The project shall also provide support to the reform of the State Unitary Enterprise Khojagii Manziliyu Komunali (KMK) at regional and national levels. Furthermore, at national level, policies for rural sanitation and financing of the rural water supply and sanitation sector in general will be promoted.

The Consultant is involved in the implementation of programme preparation (Inception phase) and the implementation of Phase 1. The Consultant will carry out the Inception phase to establish a complete project document, log frame and budget. The main objective of the inception phase is to design the project in detail, in particular to develop the detailed objectives and interventions of phase 1. Based on the approved project document, log frame and budget the Consultant will carry out the Phase I project over a 4-year period, which will be devoted to implementing the project components defined in the ProDoc.
