Assignment Name and Brief Description of Main Deliverables or Outputs

The European Bank for Reconstruction and Development (the “EBRD”, the “Bank”) is considering a senior secured loan in the amount of up to USD 3 million to Sayohon Limited Liability Company (“Sayohon”, the “Company”, the “Client”), a privately-owned ride-hailing service company incorporated in Tajikistan, for financing the purchase of up to 100 units of electric vehicles (the “EVs”) and construction of the EVs charging infrastructure at the Company’s depot to enhance the Company’s ride-hailing operations in the Dushanbe City (“Project”). In order to prepare the project for financing, the EBRD appointed the consultant to complete technical due diligence studey, review technical specifications for all project components and review procurement process for fleet purchase.

The Consultant shall perform the following main tasks:
Task 1: Analysis of ride-hailing services, demand forecast and taxi fleet requirements;
Task 2: Assess EV operational plan and project scope;
Task 3: Confirm project cost and investment plan;
Task 4: Provide technical, economic inputs for financial model;
Task 5: Environmental assessment – GHG and air emissions;
Task 6: Review the Company’s procurement process;
Task 7: Review technical specifications for EVs;
Task 8: Capacity Building.
